Sexual predators and pedophiles seek vulnerable children and individuals with disabilities to rape and violate them. Instead of doing everything possible to remove and jail these criminals, both New York State and the Catholic Church took a stand to protect and shield them and in doing so empowered sexual predators to commit further heinous crimes. The internal protection and shuffling around of sexual predators and pedophiles from church to church or group home to group home is identical.

The huge question that must be answered now is not if these sex crimes and cover-ups are going on, but how many tens of thousands of innocent victims are there within both of these systems?

The only real difference between New York State’s extremely dangerous and deadly mental health care system and the Catholic Church regarding rampant sexual abuse and internal cover-ups is who the victims are. In Governor Cuomo’s system, many of the victims are boys and girls, as well as women and men with developmental disabilities that cannot speak because of their disability. Other victims have Autism, Down Syndrome, Cerebral Palsy, Multiple Sclerosis amongst a variety of many other disabilities.

Everyone knows that violating these precious people is not only illegal, but is evil. Everyone knows that people involved in covering up these sex crimes and rapes are protecting sexual predators allowing them to escape justice and to remain in these systems to violate other innocent victims, which is also illegal, unconstitutional and evil. It is believed that these people in many ways are far more evil because their actions or in-actions allow countless other people to be victimized and severely damaged. It messes people up severely to be sexually abused and raped and in many cases this is happening repeatedly and over the course of many years. The simple fact is that these people suffer horrendously because of the crimes committed against them.

Governor Andrew Cuomo has had every opportunity for many years to right these gross injustices. Governor Cuomo could have taken decisive actions to reform New York State’s system and culture of abuse following the first New York Times “Abused and Used” investigative news report, but he chose to do nothing. Read this first piece to understand the culture- . Governor Cuomo did nothing, he took no decisive actions to stop or prevent most of the sexual abuse from ever happening in the first place. Governor Cuomo took no actions whatsoever to stop the criminal cover-ups of almost all of the sex crimes committed against the disabled occurring within the agencies he operates. Governor Cuomo chose to minimize the damages and minimize the problems revealed by the massive New York Times award winning investigative reporting series which was a runner up for a Pulitzer Prize .

“New York State documents obtained through Freedom of Information Law (FOIL) dating back to 2005 reveal that the New York State OMRDD/OPWDD system has a culture of sexual abuse, rape and cover-ups. Thousands of reported sex crimes committed against the disabled are never reported to local police or District Attorney’s and are disappearing within the system that former Attorney General Cuomo and now Governor Cuomo has protected with a vengeance . State data, as well as this well known study found on the State of Massachusetts website titled, Prevalence of Violence, point to possibly one third of developmentally disabled residents within Governor Cuomo’s OPWDD system being sexually assaulted annually. In the OPWDD system of 126,000 developmentally disabled children and adults, many of whom cannot speak to tell anyone anything, there are upwards of 43,000 victims of sexual assaults or rape every year. The Guardian in March of this year reported that the Catholic Church in New York State alone borrowed 100 million dollars to settle with sexual abuse victims, the title of this news story is, “New York's Catholic church seeks $100m loan to pay sexual abuse victims” . The story starts out with this first short paragraph;

“The Roman Catholic Archdiocese of New York is seeking permission for a $100m mortgage on some of its valuable Manhattan property to fund its compensation program for people sexually abused by its priests, a spokesman said on Wednesday.”

It’s all about power, control and the money and hardly anything about providing safe care and services for the most vulnerable with disabilities. Almost every imaginable safety and abuse prevention measure still is not in place to protect people with disabilities in residential care facilities and group homes. The 911 call systems are being purposefully bypassed regarding sexual assault crimes and rapes to keep local authorities from being notified and able to help the victims and assist them receive some form of justice.

Hiding and concealing information and documents from authorities and the general public is the next key to this disgusting cover-up scheme and this is the path that Governor Cuomo chose after the New York Times “Abused and Used” series which used State documents obtained through FOIL in their exposé

You must watch the Academy award winning movie – “Spotlight” and you must understand that almost the identical cover-ups of sexual predators and pedophiles are happening in an astronomical scope with Governor Andrew Cuomo’s mental health agencies.

This is not just Michael Carey and the Jonathan Carey Foundation exposing New York State’s extremely dangerous mental health care system and the fact that Governor Cuomo did not fix any of the severe systemic failures, the New York Times also makes this claim. In August of 2013, the New York Times Editorial Board blasted Governor Cuomo for doing nothing to ensure proper police reporting or installation of surveillance cameras following the New York Times “Abused and Used” investigative reporting series .

There are distinct reasons why Governor Cuomo looked the other way and why he continues to cover-up most rapes within his system; they surround public exposure and shame, massive amounts of money, billions of dollars, as well as power and control. These are the same reasons why the Catholic Church hierarchy did the evil they did. When you do not have sufficient vetting of staff, insufficient staffing levels, lack of surveillance cameras and an entirely internal structure of reporting sex crimes, and all crimes, that bypasses the normal criminal justice system, sexual predators can literally do anything they want and they do.
