Enough is Enough Governor Cuomo of bypassing 911 for the disabled

Kiyonaga was the acting Executive Director of the New York State Justice Center for years until Governor Cuomo promoted him after sexual harassment allegations against him surfaced last year. The huge question now is why would the governor promote Kiyonaga who has a known history of sexual harassment allegations?
The State abuse hotline is wrongfully titled the Justice Center because there is no justice in almost all reported sex crime cases committed against a disabled woman or child. The Justice Center that has fielded thousands of reports of sexual assaults and rapes of women and children with disabilities in residential care facilities and group homes ensures that hardly any of them are ever prosecuted; this fraudulent and corrupt entity must be immediately shut down. Countless sexual predators within Cuomo’s mental health agencies escape justice and remain within the system to possibly rape the same or additional victims. The main motives are Medicaid fraud and the protection of state and private sub-contracted providers from damning exposure and multi-million dollar lawsuits. One case in which a New York State pedophile caregiver, Stephen DeProspero, was caught in a federal porn sting settled for over two million dollars. Stephen DeProspero stated that the OPWDD system was “a predators dream.” Everyone needs to know that the Justice Center that regularly protects known sexual predators has documented that they have a “coherent oversight scheme” and a “carefully cultivated understanding” with state and private provider agencies to protect them and their staff from litigation. The written state document revealing this clearly constitutes state and federal crimes of a criminal conspiracy.
The State numbers do not lie; many years of statistics obtained through Freedom of Information Law (FOIL) by the Jonathan Carey Foundation reveals a distinct pattern of rampant sexual abuse within the Office of People with Developmental Disabilities (OPWDD). Kiyonaga was promoted by the governor to become the number two person in charge of OPWDD. How can the governor tout one thing and do the exact opposite?
Many calls for Kiyonaga’s firing directly to Governor Cuomo and Deputy Secretary of Health Paul Francis by civil rights and disability rights advocate Michael Carey were ignored.
