OG&E, PSO, OMPA, Red Rock Power Partners Sign Letter of Intent; First Phase of Red Rock Power Plant Project Includes Engineering and Planning

OKLAHOMA CITY, Feb. 15 /PRNewswire-FirstCall/ -- OG&E Electric Services, Public Service Company of Oklahoma and the Oklahoma Municipal Power Authority have signed an agreement with Red Rock Power Partners (RRPP) to begin the first phase of a project to build a 950-megawatt electric generating unit near Red Rock, Okla.

Announced in July 2006, the Red Rock plant will, if approved by regulators, be constructed to provide electricity for PSO, OG&E and OMPA. The RRPP joint venture consists of Zachry Construction Corp. of San Antonio, Texas; Overland Contracting, Inc., a wholly owned subsidiary of Black and Veatch, of Overland Park, Kan.; and The Industrial Co. of Steamboat Springs, Colo.

The first phase of the project includes project engineering and planning, development of the firm lump-sum price, and finalizing terms and conditions of the engineering, procurement and construction contract.

The Red Rock design features the most efficient proven coal-fired technology available for around-the-clock base load power generation.

Estimated cost of the Red Rock plant is $1.8 billion. Regulatory approval and conditions in the construction market will be key factors in determining when the Red Rock unit begins commercial operation.

Under the agreement announced last year, PSO will own 50 percent of the new Red Rock plant; OG&E will operate the facility and own 42 percent and OMPA, which provides electric power to about three dozen communities in the state, will own 8 percent.

OG&E, serving 755,000 customers in Oklahoma and western Arkansas, is a subsidiary of Oklahoma City-based OGE Energy Corp. (NYSE:OGE). Tulsa-based PSO, serving 520,000 customers in eastern and southwestern Oklahoma, is a subsidiary of American Electric Power (NYSE:AEP).
